Governor's rule imposed in Jammu and Kashmir

Jammu and Kashmir has come under the Governor's rule. This followed acceptance of the recommendations of the state's Governor N N Vohra by President Paranb Mukherjee this evening. After receiving approval from the President of India under section 92(5) of the Constitution of Jammu and Kashmir, Governor N.N. Vohra today issued a Proclamation to impose Governor’s Rule in the state. The Governor's rule was imposed as no political party has been able to form government and the caretaker Chief Minister Omar Abdullah was unwilling to continue. The recently held elections had thrown up a hung assembly with People's Democratic Party emerging as single largest party with 28 seats in the 87-member Assembly. The BJP stood at second with 25 seats.

AIR correspondent reports, the PDP and the BJP held several rounds of secret parleys to reach an understanding to form the coalition government but failed to reach to any consensus. Governor's rule was imposed in the state as per provisions of the State Constitution. It allows the Governor to take charge of the administration in case of failure of the Constitutional machinery.
Reacting to the development, BJP said, the Governor's Rule is a legitimate Constitutional step in the current situation where no party is in a position to form the government. Talking to media in New Delhi, party spokesperson Sambit Patra said, the decision will ensure that the administration remains unaffected in the absence of an elected government. Mr Patra said, BJP will continue to hold talks with other political parties to form a popular government.

On the other hand, the Congress said People's Democratic Party and the second largest party BJP should give answer to the people about the delay in government formation. Party spokesperson Shobha Oza said, the parties should make efforts to give a democratic government to the state. She said PDP being the single largest party owes the responsibility to form government.
